Victor was born in 1973 in New York, Manhattan. When he was only 5, his mother died, leaving only Victor, his father, his brother, and his sister. He was raised within a rich family, his father trained in the Military and Navy. Victor received only the finest education for his school life, and also being accepted into Stanford University at age 17. He was a cinch in sports, giving him a muscular build, and he also went to the local boxing ring and trained hand-to-hand a few times. He said himself that he lived a normal childhood, despite the fact that he was considered "a genius of childhood" by teachers.

When he was 21, Victor went to the Military and started training. When Victor was 24, he graduated from the Academy in the top ten, and went to start fighting in the field. He served in the Military for 1 year as the Captain of his team with Custom Weapons, helping the US win many wars. After that, he later moved to the so-called "paradise in the mountains" known as Raccoon City. Only a few months after he moved in, the T-Virus Outbreak occurred. Victor managed to escape the zombies early in the outbreak. A year later, he found out that Umbrella Inc., the world famous pharmaceutical company, was actually behind the outbreak and the death of his friend. He joined Anti-Umbrella in 2000, until Umbrella allegedly "died". After that, with the memories of Raccoon and the other monsters he faced, Victor went to live in New York City for a few good years , usually going to bars or shooting ranges. When word got out that a "cannibal killer" was loose in the streets, Victor went straight to the NYPD HQ and told him that he would, and could, handle the case. Surprisingly, the Sargent let him on the case with no doubt because he knew Victor's experience. Victor soon found out that the "Killer", or "killers", were actually Zombies infected with the T-Virus. Again, Victor had to live through yet another Umbrella Nightmare. Pretty soon, another outbreak occurred, leaving Victor in another fight to the death.
